Confederation Of Central Government Employees & Workers: GOVERNMENT ORDERS ON GRANT OF INCREMENT ON PROMOTION TO THE SAME GRADE PAY POSTS IN THE SAME PB

 I was holding the post in scale of 5000/- (after 6th pay commission Grade pay 4200/-)and got  promotion in the scale Rs.5500/- (after 6th pay commission Grade pay 4200/- which is remain same )On 01.7.2006. I am promoted in the same grade pay of Rs. 4200/- without any financial benefit on 01/07/2006. The promotions to the Post is having higher duties and responsibilities. The Finance Ministry has recently issued orders on promotion to the post having higher duties and responsibilities carrying same grade pay.

The order is not clear. It may be clarified whether one increment is admissible to those who are promoted in the same grade pay on or after 1.1.2006.
It may kindly be clarified whether I am entitled for one increment of 3% on my same grade pay promotion under the above said Finance Ministry's Order.
